Minister Manmohan Singh Reiterates Talks Offer On KashmirNew Delhin, India News: Indian Prime Minister Manmohan Singh on Monday reiterated the government's willingness for a negotiated solution to the Kashmir unrest. We are willing to talk to every person or group which abjures violence, within the framework of our Constitution," Singh said at the Combined Commanders' Conference here.


Stating that the unrest in Jammu and Kashmir was a 'matter of concern', Singh said, "The youth of Kashmir are our citizens and their grievances have to be addressed. We have to ensure better delivery of services and generate avenues for economic advancement for the people of that State."


The prime minister's remarks are crucial as it come ahead of a Cabinet Committee on Security (CCS) meet later on Monday where the Kashmir issue will be discussed threadbare and a working solution to the present unrest is expected to be worked out. CCS is likely to meet on Monday evening to discuss the lifting of the Armed Forces Special Powers Act (AFPSA) from parts of Kashmir valley.





Three persons were killed and two others were injured on Monday morning in Bandipura district of north Kashmir when security forces opened fire at the stone pelting mob to disperse them.


Earlier on Monday morning, curfew was imposed in parts of Budgam district stretching from Hyderpora to district headquarter town and three towns of Pulwama district as a precautionary measure in view of a protest march called by the separatists.


Curfew also remained in force in Srinagar city, Anantnag and Bijbehara towns in south Kashmir and Sopore town in north Kashmir’s Baramulla district for the second day.


However, hundreds of Muslims defied curfews to hold protests against a group of Christians who tore up pages of the Quran in Washington, police said.


The protests erupted after local television showed a small group of protesters tearing apart pages from the Quran outside the White House on Saturday, the anniversary of the September 11 attacks on the United States.
